دانشگاه سیستان و بلوچستان فصلنامه مطالعات زیست بوم اقتصاد نوآوری 2783-4867 6 1 2026 04 05 Presenting a Model for Empowering Rural Cooperatives in Sistan and Baluchestan Province: A Qualitative Study Based on Grounded Data Theory ارائة مدل توانمندسازی تعاونی‌های روستایی در استان سیستان و بلوچستان: یک مطالعة کیفی مبتنی بر نظریة داده‌بنیاد 75 108 9963 10.22111/innoeco.2025.51298.1167 FA مرتضی عارفی دانشگاه سیستان و بلوچستان محمد قاسمی دانشگاه سیستان و بلوچستان Journal Article 2025 08 23 The aim of the present study was to present a model for empowering rural cooperatives in Sistan and Baluchestan Province: a qualitative study based on grounded theory.Considering the qualitative approach and grounded data method used in this study; first, by selecting 17 university faculty members, officials and experts in the field of cooperatives in the province in question using snowball sampling, 14 in-depth and semi-structured interviews were conducted in order to ensure the comprehensiveness and validity of the research, and then, the data obtained from them were analyzed in three stages of open, axial and selective coding.The findings of the present study indicated a total of 197 initial codes, 72 concepts, and 24 categories.Based on the results of the Delphi method, the consensus index increased in the three periods, and thus the Kendall coordination coefficient in the third period was higher than 0.7, indicating a strong consensus among the experts regarding the components of the model. Organizational structure; Legal structure, government support and supervision policies towards cooperatives; Macrocultural policymaking, support and supervision policies of cooperatives towards capable managers and employees; Micro-policy-making and cultural intra-organizational evaluation of educational and research programs, institutionalization of the concept of empowering cooperatives, and intellectual participation and interaction of cooperatives with the local community were among the concepts obtained. از طریق تعاونی‌ها،‌ می‌توان به دستاوردهایی همچون امنیت و رفاه و توزیع عادلانة درآمد و ... دست یافت. در همین راستا، هدف پژوهش حاضر، ارائة الگویی جامع در حوزة توانمندسازی تعاونی‌های استان سیستان و بلوچستان بوده است. این پژوهش، در چارچوب رویکرد کیفی و به روش داده‌بنیاد انجام پذیرفته است. بگونه‌ای که، نخست با انتخاب 17 نفر از اعضای هیأت علمی دانشگاه‌ها، مسئولان و کارشناسان حوزة تعاونی به روش نمونه‌گیری نظری، مصاحبه‌های علمی و نیمه‌ساختاریافته انجام شد و داده‌های حاصل از آنها در سه مرحلة کدگذاری باز، محوری، انتخابی، تجزیه و تحلیل شدند و 197 کد اولیه، 72 مفهوم و 24 مقوله، احصاء گردید. بمنظور اعتبارسنجی الگو و طراحی ، نیز ، از مدل دلفی استفاده گردید و به روش نمونه‌گیری گلوله‌برفی و با توجه به سوابق اجرایی و پژوهشی که در حوزة تعاونی‌ها 30 نفر بعنوان اعضای پانل خبرگان گزینش شدند که پرسشنامة تنظیم‌شده براساس مؤلفه‌های الگو در اختیار ایشان قرار گرفت. براساس نتایج حاصل از روش دلفی، میزان شاخص اجماع در دوره‌های سه‌گانه افزایش پیدا کرد و به این ترتیب که میزان ضریب هماهنگی کندال در دور سوم، بالاتر از 7/0 بود که نشان از اجماع قوی در بین خبرگان درخصوص مؤلفه‌های الگو داشت. ساختار سازمانی؛ ساختار قانونی، سیاست‌های حمایتی و نظارتی دولت در قبال تعاونی‌ها؛ سیاست‌گذاری کلان فرهنگی، سیاست‌های حمایتی و نظارتی تعاونی‌ها در قبال مدیران و کارمندان توانمند؛ سیاست‌گذاری خرد و درون‌سازمانی فرهنگی ارزشیابی برنامه‌های آموزشی و پژوهشی، نهادینه‌سازی مفهوم توانمندسازی تعاونی‌ها؛ مشارکت و تعامل فکری تعاونی‌ها با جامعة محلی از جمله مفاهیم بدست آمده بودند. https://innoeco.usb.ac.ir/article_9963_3f4d7a283122b508bab990d387375d91.pdf
