An Analysis of Iran's Behavior in Terms of the Innovation Index and Its Comparison with Neighboring Countries Using a Data Mining Approach

Abstract

 This study aims to analyze the trend of innovation in Iran, identify the influencing factors, and compare them with those of neighboring countries through a data-driven approach. Given the critical role of R&D in fostering innovation, the R&D expenditure index is examined as a proxy for innovation. In this context, using the Time Warp Edit Distance (TWED) method, 20 indicators with behavior similar to R&D were identified and analyzed for Iran and 12 neighboring countries over the period 1995 to 2023. The results indicate that, at the regional level, governance, education, and environmental indicators exhibit the highest temporal alignment with R&D trends. In Iran, indicators such as the primary school dropout rate and poverty-related metrics show the most behavioral similarity with R&D expenditure trends. The regional comparative analysis also revealed that certain governance indicators (such as regulatory quality and control of corruption) and environmental indicators (such as marine protected areas) exhibit similar behaviors in countries like Iran, Iraq, Oman, and Pakistan. The findings of this study suggest that innovation in Iran is shaped more by human and institutional development rather than being rooted in technology or industry. Therefore, enhancing innovation capacity requires strengthening human capital, improving education quality, reforming governance structures, and paying particular attention to environmental indicators. These results can serve as a foundation for formulating targeted policies in the field of research and development.
