Abstract
This research was conducted with the aim of identifying and qualitatively analyzing the challenges and expectations of users in the process of retrieving regulations and bylaws for technology and knowledge-based companies in the Khorasan Razavi Science and Technology Park. The importance of this issue lies in the fact that fast and accurate access to regulations facilitates optimal decision-making and enhances the performance of these companies. The research method was qualitative and a case study. Data were collected through focus group sessions in three groups of preliminary growth, growth, and advanced growth companies, with the participation of experts from technology and knowledge-based companies. Data analysis was performed using MAXQDA software. After extracting categories from participant interviews, to determine priorities, the categories were sent to participants in the form of a questionnaire to prioritize the categories. The results showed that users mainly face problems including lack of access to updated versions of regulations, dispersion of resources, complexity of search processes, and lack of specialized consultation. Furthermore, there was a strong perceived need for centralized and easy access, the availability of practical guidance, training and consultation, and the development of digital tools to facilitate the process of retrieving regulations. This study demonstrated that improving digital infrastructure, designing integrated information retrieval systems, and providing educational support and consulting services can play a significant role in increasing user satisfaction and the productivity of knowledge-based companies.
