Abstract
Artificial intelligence, one of the most advanced emerging technologies, has recently attracted widespread global attention. Its transformative impact spans multiple sectors, presenting governments and policymakers with complex challenges. As a result, crafting tailored AI strategies that align with each country's unique conditions is crucial for effective policymaking. This study analyzes six nations the United States, the United Kingdom, China, Russia, India, and the United Arab Emirates selected based on development level, geographic location, and socio-economic status. By examining their AI policies and initiatives, the research provides a comparative assessment of AI innovation ecosystems, including their structures, functions, and governance approaches. Key findings reveal that the United States, as the global AI leader, has established sophisticated strategies and comprehensive policy frameworks. The United Kingdom is more focused on networking and formulating of accurate and comprehensive legal and ethical frameworks. China with technological capabilities and heavy investment, is rapidly advancing toward global AI dominance. Russia, has a special focus on military and security applications of artificial intelligence by understanding its strategic importance. India leverages its workforce to expand its presence in the global AI market. The United Arab aims to diversify its economy beyond oil, with AI expected to contribute significantly to GDP in the coming decade. In conclusion, this study highlights the importance of building a robust AI innovation ecosystem and offers policy recommendations derived from leading nations. These insights can guide Iranian policymakers in effectively advancing AI development, ensuring strategic growth in this critical field.
