Presenting a Model for Empowering Rural Cooperatives in Sistan and Baluchestan Province: A Qualitative Study Based on Grounded Data Theory

Abstract

The aim of the present study was to present a model for empowering rural cooperatives in Sistan and Baluchestan Province: a qualitative study based on grounded theory.Considering the qualitative approach and grounded data method used in this study; first, by selecting 17 university faculty members, officials and experts in the field of cooperatives in the province in question using snowball sampling, 14 in-depth and semi-structured interviews were conducted in order to ensure the comprehensiveness and validity of the research, and then, the data obtained from them were analyzed in three stages of open, axial and selective coding.The findings of the present study indicated a total of 197 initial codes, 72 concepts, and 24 categories.Based on the results of the Delphi method, the consensus index increased in the three periods, and thus the Kendall coordination coefficient in the third period was higher than 0.7, indicating a strong consensus among the experts regarding the components of the model. Organizational structure; Legal structure, government support and supervision policies towards cooperatives; Macrocultural policymaking, support and supervision policies of cooperatives towards capable managers and employees; Micro-policy-making and cultural intra-organizational evaluation of educational and research programs, institutionalization of the concept of empowering cooperatives, and intellectual participation and interaction of cooperatives with the local community were among the concepts obtained.
