طراحی الگوی ارزیابی عملکرد منابع انسانی گیگ: مطالعه‌ موردی شرکت‌های مستقر در پارک‌های علم و فناوری استان‌های سیستان و بلوچستان، کرمان و هرمزگان

چکیده

در ایران پارک‌های علم و فناوری به‌عنوان بستر اصلی فعالیت شرکت‌های دانش‌بنیان به‌طور فزاینده‌ای از این نوع نیروی کار بهره می‌برند، در حالی‌که نظام‌های ارزیابی موجود همچنان متکی بر الگوهای سنتی هستند. این وضعیت شکافی مهم در ادبیات و عمل ایجاد کرده است.در این میان، پارک‌های علم و فناوری در ایران نیز که به‌عنوان مراکز حمایت از شرکت‌های دانش‌بنیان فعالیت می‌کنند، روزبه‌روز بیشتر از ظرفیت نیروی کار گیگ در پروژه‌های مختلف استفاده می‌کنند. اما سیستم‌های ارزیابی موجود در بسیاری از این پارک‌ها هنوز مبتنی بر رویکردهای سنتی بوده و توانایی لازم برای سنجش دقیق عملکرد این نوع از نیروی کار را ندارند. این امر می‌تواند منجر به کاهش بهره‌وری، افت کیفیت پروژه‌ها، افزایش نارضایتی شغلی و حتی ترک همکاری شود. هدف اصلی این پژوهش، طراحی الگوی ارزیابی عملکرد منابع انسانی گیگ: مطالعه‌ موردی شرکت‌های مستقر در پارک‌های علم و فناوری استان‌های سیستان و بلوچستان، کرمان و هرمزگان می باشد، از حیث هدف بنیادی و از نظر شیوه جمع آوری داده ها تحلیل مضمون به شمار می رود. در نهایت، پنج مضمون فراگیر شناخته شدند که شامل ارزیابی ویژگی های شخصیتی و رفتاری، ارزیابی دانشی و آگاهی سازمانی، ارزیابی توانمندی های حرفه ای، ارزیابی عملکرد شغلی و ارزیابی شاخص‌های بازاریابی و درآمدزایی می باشد. یافته‌های این مطالعه می‌تواند به بهبود نظام ارزیابی عملکرد، ارتقاء رضایت شغلی، افزایش بهره‌وری و توسعه زیرساخت‌های اقتصاد دانش‌بنیان کشور کمک شایانی نماید.

چکیده [English]

In Iran, science and technology parks, as the primary platforms for the activities of knowledge-based companies, are increasingly employing this type of workforce, while existing evaluation systems continue to rely on traditional models. This situation has created a significant gap in both the literature and practice. In this context, science and technology parks in Iran, which operate as centers supporting knowledge-based companies, are increasingly utilizing the potential of the gig workforce in various projects. However, the evaluation systems in many of these parks are still based on traditional approaches and lack the necessary capacity to accurately assess the performance of this type of workforce. This may lead to reduced productivity, declining project quality, increased job dissatisfaction, and even the termination of collaboration.The main objective of this study is to design a performance evaluation model for gig human resources, with a case study of companies located in science and technology parks in the provinces of Sistan and Baluchestan, Kerman, and Hormozgan. In terms of its objective, the study is fundamental in nature, and in terms of its data collection method, it employs thematic analysis. Ultimately, five overarching themes were identified, including the evaluation of personality and behavioral characteristics, the evaluation of knowledge and organizational awareness, the evaluation of professional competencies, the evaluation of job performance, and the evaluation of marketing and revenue-generation indicators.The findings of this study can significantly contribute to improving performance evaluation systems, enhancing job satisfaction, increasing productivity, and developing the infrastructure of the country's knowledge-based economy.
