This study aimed to identify and prioritize innovative economic activities suited to the spatial and institutional conditions of the border regions of Zahedan, Sistan, Saravan, and Chabahar. The scientific contribution of the study lies in proposing a region-oriented framework that integrates economic spatial planning considerations, multidimensional evaluation of activities, and fuzzy logic to determine differentiated priorities for border regions.
Within this framework, the proposed economic activities were evaluated based on 20 criteria covering the economic and market, social and cultural, environmental and climatic, infrastructural and executive, and spatial and strategic dimensions. To fuzzify the model, the importance of the criteria and the performance of the alternatives were collected using a five-point linguistic scale and then converted into fuzzy values. Subsequently, by forming and normalizing the fuzzy decision matrix, applying the criteria weights, determining the positive and negative ideal solutions, and calculating the closeness coefficient, the activities were ranked using the fuzzy TOPSIS method.
The results showed that the development of border markets and participatory and logistics-oriented activities in Zahedan, solar farms in Sistan, transportation, packaging, and warehousing infrastructure in Saravan, and maritime economy activities and port logistics in Chabahar ranked as the highest priorities. The findings indicate that a single model is not suitable for the economic development of border regions, and that policy-making should be based on the heterogeneity of each region’s capabilities and constraints.
